The company Rede Viária de Moçambique (REVIMO) will install four tolls in Gaza province, covering 122 kilometers, an average of one toll every 30 kilometers.

These are the Macia - Praia de Bilene (38.5 km), Macia - Chókwè (61.7 km) and Chókwè - Macarretane (21.8 km) sections, for which the road concession is for 20 years. According to a report by the non-governmental organization Centre for Democracy and Development (CDD), the government granted the road concession in 2021, without any public tender, "similar to what happened when the Council of Ministers decided, through Decree no. 93/2019, of December 17, to grant REVIMO the operation of the Beira - Machipanda (EN6) roads; Maputo ring road, including the extension linking the town of Marracuene to Macaneta; Maputo - KaTembe bridge and the respective connecting roads".

REVIMO invested 2.6 million meticais to rehabilitate the dilapidated roads and now intends to recover the amount with the installation of these four tolls, says the CDD.

"As with the Maputo ring road, the installation of four tolls in the Bilene - Macia and Chókwè districts will increase the cost of living for the people who use the three roads on a daily basis. Access to the beaches of Bilene (a popular tourist destination) from National Road No. 1 (EN1) will be subject to the payment of a toll. And to get to Chókwè, the breadbasket of Gaza, you'll have to pay two tolls, on a route of approximately 62 km. But the most caricatured is the implementation of a toll on the road linking Chókwè and Macarretane, which is only 21.8 km long," we read.

The direct concession for a period of 20 years raises doubts about the legality of the deal, since it stipulates that public-private partnerships such as that of REVIMO (the National Social Security Institute and KUHANHA) should be for a maximum of ten years.
