His name is Cesar Augusto Mba Abogo, a citizen of Equatorial Guinea, who is an economist and writer with over 15 years of experience in Natural Resource Economics, Development Economics, Public Policy and International Negotiations. From April 2019 to October 2020, he acted as Minister of Finance, Economy and Planning of the Republic of Equatorial Guinea. During these difficult times, he was tasked with articulating a strategy aimed at sustainable and equitable economic diversification.
According to the Letter from Mozambique, Cesar Augusto Mba Abogo was charged with completing negotiations with the International Monetary Fund to implement a Fund-supported program to maintain macroeconomic and financial stability while improving social protection, promoting economic diversification, strengthening governance, and combating corruption.
As Minister of Finance, he strengthened partnerships at the regional and global levels; implemented strategic reforms, such as the digitalization of tax and financial control administration; restructured all state entities except the petroleum sector; launched a new National Development Strategy - "Equatorial Guinea 2035," designed to increase Equatorial Guinea's development index, meet the United Nations Sustainable Development Goals, and comply with the African Union's Agenda 2063. During his tenure as Minister of Finance, Mr. Mba Abogo also overhauled the legal framework for the production of statistics in Equatorial Guinea.
