Driving License Debt: INATRO Vs. Brithol Michcoma. PGR and TA have their say...

The National Institute of Road Transport (INATRO) owes about 40 million meticais to the company Brithol Michcoma, for the services of printing more than one hundred thousand biometric driving licenses, between July and November 2021.

The debt arose at the time when the current INATRO was called Instituto Nacional de Transportes Terrestres (INATTER) and reportedly signed a contract with Brithol without the opinion of the Administrative Court (TA). This administrative mishap led to the suspension of the work of printing driving licenses. This occurred during the period of transition of names, from INATTER to INATRO, which immediately created conditions for the denial or lack of recognition of the debt to Brithol Michcoma.

Now, the payment of this debt depends on an opinion from the Attorney General's Office (PGR) and the Administrative Court, entities that may "advise" INATRO to choose the best way to end the process, according to the Minister of Transport and Communications, Janfar Abdulai.

"It is important to recognize that there was service provision in favor of the State. This INATRO recognizes, and also the need for the contract to be endorsed," said Minister Abdulai, adding that the process is currently being handled by the legal entities, according to assurances he has received from the Chairman of the Board of Directors of INATRO.

The Minister said that the idea "is to see how easily this payment issue can be overcome," because "there is no difficulty of value for INATRO to make this payment."

In January, Jorge Miambo, INATRO's spokesman, had already said that "it would be illegal to make this payment" because "this contract was not taken to the Administrative Court in due time", and was waiting for "superior guidance".

Recall that after the suspension of the contract with Brithol Michcoma the Government launched a tender to find another company to issue biometric driving licenses. After the tender, the Government elected the German group Muhlbauer High Tech International, the same one that deals with biometric ID cards.
