Recently, in Maputo, employees of the Tax Authority were trained to combat Money Laundering and Terrorist Financing (ML/TF). The action was organized by the Training Directorate and involved employees from operational areas such as Audit, Investigation and Intelligence, and Tax Inspection.
The training was co-organized by the Tax Authority (AT) and featured speakers from Mozambique's Financial Information Office (GIFiM). It is part of the measures taken by these institutions to remove the country from the Financial Action Task Force's Grey List (RLC).
During the training, Abdul Remane, Coordinator of the Task Force for the Fight against CBC/TF, said that the initiative aims to respond to the Government's Plan for the RLC, in item 7(+6), criteria 1 and 2.
He pointed out that the AT has a privileged database on taxpayers and users operating in national and international trade, which can contribute significantly to the fight against capital trafficking and, consequently, respond to the Financial Information Reports (FIRs) received.
For their part, the facilitators, Dércio Sualige and Helmer Maoco, made some comments about their expectations regarding the use of RIFs in the investigation of tax offenses, after the training session, and then listed, among several, the assessment of compliance with tax obligations by taxable persons, the identification of taxable persons subject to the organized accounting regime, but who are in the simplified regime, as well as the carrying out of audits of taxable persons suspected of committing tax offenses.
In another development, they recommended that the AT, if it identifies any crime preceding money laundering (tax fraud, smuggling or misappropriation of rights), report the case to the Attorney General's Office and GIFiM.
In addition to the AT, several other institutions receive RIFs from the GFiM for the same purpose, and they have to report back to the GIFiM on their outcome. It should be noted that the training referred to above was nationwide, using virtual platforms, and the main focus was on Investigation Techniques Parallel to Tax Crimes and the Handling of Financial Information Reports (RIFs).
