STAE announces new dates for voter registration in the country and diaspora

This morning in Maputo, the Technical Secretariat for Electoral Administration (STAE) announced the new dates for voter registration in the country and abroad.

In Mozambique, the process will run for 45 days, from March 15, 2024 to April 28 of the same year, and in the diaspora for 30 days, from March 30, 2024 to April 28 of the same year.

The lists of those registered or copies of the electoral roll will be posted between the second and fifth day, i.e. between April 30 and May 3, 2024, after the end of registration, in the national territory and abroad.

These changes are the result of the approval of Law no. 2/2024 of January 25, approved by the Assembly of the Republic, which deals with two articles of the Electoral Registration Law, namely article 19 on updating the electoral register, and article 40 of Law no. 5/2013 of February 22, amended and republished by Law no. 8/2014 of March 12, on the inalterability of the electoral register.

"These were the reasons that led us to adjust some of the activities in the calendar that had already been presented. Some are already underway. We already know the date of the elections and we won't be talking about it again," said the Director of STAE's Legal Department, Lucas José.

Regarding article 40, he pointed out that the previous deadline was 30 days, and with the recent approval it was increased to 45 days. "This inalterability should occur in the period between August 24, 2024 and October 9, 2024."

Lucas José presented the chapter on activities that have undergone changes and adjustments as a result of the specific revision of the Electoral Registration Law.

The activities on the calendar that are not covered by the ad hoc revision continue to comply with the current law, "which has not yet been amended. The deadlines are therefore the same".

On the occasion, the president of the National Electoral Commission, Dom Carlos Matsinhe, recalled that the voter registration period "was realigned" to respond to the rainy season.

"It's the same period we're going to use, so there's no need to increase the number of [census] tables because of this change."

Asked by those present whether the Electoral Law might undergo any further revisions in this electoral cycle, Matsinhe said he could not say positively or negatively.

"As we all know, these revisions depend on proposals made by the government and parliament. We can't say yes or no. But if there are any, we'll know and we'll make an effort to analyze the changes and the implications for work," he said.
