The central government, through the Ministry of State Administration and Civil Service (MAEFP), is looking for a specialized company to audit the procurement processes of 22 municipalities in the provinces of Niassa, Zambézia, Sofala and Gaza.
This work is part of the Urban Development and Decentralization Project (PDUL), which has the financial support of the World Bank.
According to a NewsThe initiative aims to improve the provision of services and the institutional capacity for decentralization in the selected municipalities.
According to the Ministry of State Administration and Civil Service, the services to be provided by the company should cover the contracting activities carried out by the Project Management Unit (PMU) at central level and all the activities financed under the Municipal Development Grants (SDM) carried out by the UGEAs of the 22 municipalities in fiscal year 2021.
Recently, the Ministry of Economy and Finance (MEF) harmonized and socialized the fiscal risk analysis of local governments, with a focus on municipalities.
The idea is to promote the alignment of indicators, methodologies and practices to harmonize the way fiscal risks are identified, measured and managed at the sub-national level, contributing to the consolidation of planning, budgeting and the reduction of state exposure.
The MEF pointed out that the country is facing increasingly complex fiscal challenges and decisions taken at local level have an impact on the sustainability of public finances and the quality of services provided to the population.
Decentralization is a crucial issue for local development and improving the quality of life of citizens, as it allows for more efficient management that is closer to the needs of the population, promoting economic and social growth.
According to the source, decentralization facilitates the provision of essential services and is also an important tool for reducing regional inequalities and promoting more balanced development in Mozambique.
