The government will be attentive to the provision of efficient services, cost control and compliance with the contractual terms of the Maputo ring road and Maputo-Ponta do Ouro road concession, and may cancel the contract in case of non-compliance.
The guarantee is from the Minister of Public Works, Housing and Water Resources, Carlos Mesquita, highlighting that the infrastructure concessionaire, REVIMO, is obliged to provide efficient services to users.
Speaking last week at the government question session in Parliament, he explained that the sector opted for the direct adjustment modality because the adjudication would be a lengthy process, lasting at least three years.
According to Mesquita, quoted by Notícias, the concession of a road infrastructure is complex, involving tender procedures, contract preparation, negotiation, approval by the Government, financial institutions, corporate entities, each observing a cycle of approvals that takes time.
"Just as an example, the public tender for the National Road Number Four (EN4) concession project began in 1994 and the contract was only signed in 1997," he explained.
He stressed that the sector could not remain indifferent and passively watch the continuous degradation of the infrastructure, and the high level of investment in construction and accidents that were already frequent on the "Circular" concurred in the use of this modality of highway concession.
He added that the infrastructure under REVIMO's management has an equivalent maintenance cost of 2.6 billion meticais, corresponding to about 62% of the budget allocated to the maintenance of the entire road network in the country.
He revealed that the approved toll rates aim to ensure the return on complementary and development investments made by investors, the maintenance and operation of the roads under concession, and other concession expenses.
"Be assured that if REVIMO does not fulfill its contractual obligations, we will not hesitate to activate the mechanisms provided for in the contract," he assured.
