CNE recognizes delay in payment of allowances, but says complainants have no legal standing to speak on behalf of the body

The National Electoral Commission (CNE) acknowledges that there has been a delay in the payment of supervisory allowances to the support staff of the District Electoral Commissions (CDE) and the Technical Secretariat for Electoral Administration (STAE)..

These are vice-presidents and members of the CDEs, directors, technicians and STAE assistants at national level who, according to the president of the Provincial Electoral Commission of Maputo City, Ana Chemane, have not yet been paid due to an alleged budget deficit.

"It's true that we have delays in subsidy payments, but that's due to the budget deficit we've been facing since the beginning of our activities and they're aware of that. Our mission runs until next year. We have always been informing through STAE to share this information," explained Ana Chemane, noting that the issue has been debated within the body.

In a NewsShe said that the demand for payment of the 13th salary for the year 2023 was an exceptional matter, because they had no legal standing to do so, since they were not employees of the body, but were contracted for a fixed term, and therefore there was no legal claim that they should receive the amount.

"They're demanding something that isn't the law. How can they demand the 13th if they're not even employees of the body?" he asked, also clarifying that they're just members of a committee and are governed by their own statute, so they're not entitled to the 13th salary.

The chairwoman of the Maputo City Provincial Electoral Commission also reiterated that the complainants have no legitimacy to speak on behalf of the body without the matter having been deliberated, but, if they wish, they can speak out as individuals, while at the same time she found it inappropriate that they had come to the press to denounce the late payment of subsidies, thus highlighting a matter that had already been dealt with within the body, where they had not raised any questions about the situation.
