The approval by consensus among the three parliamentary benches of the New Single Salary Table (TSU) shows how much the Mozambican Parliament is trailing behind the Executive, say analysts, who argue that it is necessary to rethink the way Mozambique elects its representatives.
The new salary scale had already been approved in a previous session of the Assembly of the Republic, which has specialized committees, and the question is how it was approved as it was, without any criticism or comment from the deputies.
And that happened again last Friday (7), an approval that received prolonged applause from all deputies, being one of the few documents that received unanimity.
The jurist and political analyst, Tomás Vieira Mário, told VOA that these practices in the Assembly of the Republic have been common, that is, to reduce it to a notary service, in other words, to stamp the documents that come from the Government, without any added value that comes from the deputies themselves.
He noted that this shows the weak technical capacity that Parliament has, because unlike other parliaments, Mozambican deputies work alone, "they don't have technical offices that advise them, that give them technical inputs, because parliamentarians can't know everything.
"Parliamentarians always have technical offices of experts that advise them, but in our case they don't, so the Mozambican Parliament is a weak body in technical terms and it's no wonder that it literally follows the government," said the analyst.
He mentioned that this also has to do with the way Mozambicans elect their representatives, "because we don't elect deputies, we elect political parties.
The political analyst, Hilário Chacate, also says that, at this moment, the Assembly of the Republic is nothing more than an entity that just rubber-stamps the Government's decisions, "our parliament simply follows the Executive.
Chacate also says it is necessary to rethink the way Mozambicans elect their representatives, "because in our elections, we vote for lists and not for individuals who know their capabilities; this happens in Frelimo, in Renamo, and in MDM.
The single salary scale for public administration is an instrument defended by the government as essential for staff retention and salary justice in the state.
