Rodrigo Rocha, lawyer for Brithol Michcoma, the company that held the contract with the National Institute of Land Transport (INATTER), now the National Institute of Land Transport (INATRO), told MZNews that the suspension of the issuing of driving licenses is not a problem da Brithol, but yes internal INATRO.
"Therefore, this is not the problem with Brithol, but an internal problem of INATRO, which has to take responsibility for what were already the services provided," the lawyer says. Rodrigo Rocha also says that INATRO has not fulfilled its legal and contractual obligations, which has motivated the non-continuation of the contract by Brithol Michcoma.
The lawyer also said that INATRO recognizes that "it has this debt with our Constituent (and that the amount owed has never been questioned by the debtor institution) and that they want to continue with Brithol's services." But, advances the lawyer, that the "issue is that whenever we made proposals for the continuity of the provision of services, we conditioned the conclusion of the new contract to the payment due for the supply of about more than 100 thousand letters that were produced by Brithol. And that is what has raised all these problems," says the lawyer.
About the renewal of the contract which expired last November 30, the lawyer says that it could not be subject to an extension process, because the entity that should renew it (INATTER) no longer exists. The entity that succeeds (INATRO) has to make a new contract. This legal obligation does not prevent, however, that the new institution, INATRO, assumes the responsibilities originated by the predecessor INATTER, even because INATRO also benefited from letters provided by Brithol.
Rodrigo Rocha also recalls that the services that INATRO says it will continue to provide, namely the production of provisional charts, are also contracted to Brithol "It's another contract and Brithol has to verify if this is being fully complied with, because if not, not even these provisional charts will be provided by Brithol", he said.
