An analysis by the Center for Public Integrity (CIP) indicates that there has been a setback in the Education, Health and Agriculture sectors in terms of meeting targets.
Non-compliance has been reflected in the amounts allocated to these sectors, which show a budget reduction in the last year of implementation of the Government's Five-Year Program (PQG) 2020-2024.
According to the data presented by the CIP, and consulted by MZNews, in 2024, the Education sector, which had received 17.34% from the State Budget (OE) in 2023, saw its allocation reduced to 17.17%.
The Health sector, which received 10.70% from the State Budget in 2023, fell to 10.06% in 2024.
The Agriculture sector, on the other hand, showed a slight improvement, going from 3.18% to 3.61% of State Budget.
However, according to the CIP document, these figures are still far from the targets set by international commitments.
The targets recommend allocating 20% of State Budget to Education (Dakar Framework for Action - 2000), 15% to Health (Abuja Agreement - 2001) and 10% to Agriculture (Maputo Declaration - 2003).
The agriculture sector, according to the document, despite being the furthest away from meeting budget targets and recording the biggest deviations in budget execution (55.8% below plan), stood out for having a physical execution of its activities close to plan.
This performance contrasts with the Education and Health sectors, which although they had smaller deviations in budget execution (0.72% and 14.25%, respectively) had physical execution levels significantly below what had been planned.
In the last quarter of 2024, which coincides with the elections, economic growth fell significantly by -4.87%, contributing to the year ending with accumulated growth of 1.85%, well below the 5.5% projected in PESOE 2024.
It should be noted that the document analysed reflects the implementation of the Economic and Social Plan and State Budget (PESOE) 2024, which took place in a context marked by the General Elections, which was characterized by protests against the election results and consequent demonstrations that culminated in the destruction of infrastructure and partial paralysis of economic activity.
