Zambezia's STAE circumvents order to annul public tender for MMV trainers

The Technical Secretariat for Electoral Administration (STAE), in Zambezia province, has dodged the order to cancel a public tender for provincial trainers of Polling Station Managers (MMVs), with a view to the general elections on October 9.

Recently, the central STAE in the city of Maputo ordered the annulment of the public tender on the grounds that there had been political interference. It is a nominal list for the composition of MMVs in the Quelimane district.

However, in order to keep the same names of citizens as provincial MMV trainers, the STAE in Zambézia, as stated in the Electoral Bulletin of the Center for Public Integrity, transferred them to other districts, including Nicoadala and Gúruè.

"When the director general of the STAE issued an order annulling the competition, the provincial STAE decided to distribute the Frelimo members among the districts," the document reads.

He also noted that some of the MMV trainers on Frelimo's list are assigned to protect national sovereignty. Artur Marroda, Caminho António and Celestino Amade, all trainers, are members of the defense and security forces, assigned to the State Security Services and the Rapid Intervention Unit, a special branch of the police. "Some of them haven't taken any public exams".
