PGR opens criminal proceedings for human rights violations in Cabo Delgado

The Attorney General's Office (PGR) announced on Tuesday (04) in Maputo, the opening of a criminal case registered under number 1/02/2025, in connection with acts relating to the violation of human rights against civilians through kidnappings, rapes and murders, allegedly committed by the Mozambican Defense and Security Forces (FDS), in 2021.

The perpetrators were tasked with protecting the area around the facilities of the oil multinational TotalEnergies, in the Afungi peninsula, Palma district, Cabo Delgado province.

According to the Deputy Attorney General, Sérgio dos Reis, the initiation of these proceedings is the result of a report in several foreign media outlets. "Concomitant with this news item and reacting to it, the Attorney General's Office was formally questioned by TotalEnergies," said Dos Reis, quoted by the newspaper AIM.

When the information was compared after a preliminary analysis, the Public Prosecutor's Office instructed its subordinate body at the place of the facts to take the appropriate legal action.

The case 1/02/2025, against unknown perpetrators, which is being processed by the Provincial Prosecutor's Office, is currently in the preparatory stage, so that the facts can be clarified and the perpetrators held accountable.

"The PGR, as the holder of the criminal prosecution, is currently investigating this criminal case and is at everyone's disposal for any additional information," said the Deputy Prosecutor General.
