MOPHRH defende revisão de critério de contração para obras pública

The need to review the criteria for public tenders and ensure greater participation by Mozambican engineers in the supervision of infrastructure was one of the main topics under discussion.

The Minister of Public Works, Housing and Water Resources, Fernando Rafael, defended this position during a meeting held on January 30, 2025, in Maputo, with the Mozambican Order of Engineers, to discuss the situation of this class in the face of the sector's challenges.

During the meeting, the president of the Portuguese Association of Engineers stressed the need to review certain requirements, especially in public tender documents, as he believes that "some tenders have requirements that are disproportionate to the actual complexity of the works, which can compromise the final results".

Another crucial point addressed was valuing the local workforce. He advocated that the supervision of infrastructures such as schools and hospitals be carried out by Mozambican professionals, reserving the hiring of foreign specialists only for highly specialized areas that are not yet available in the country.

The meeting reinforced the need to balance the requirements of public tenders and to implement policies that favor the participation of Mozambican engineers, guaranteeing a more dynamic, sustainable construction sector that is adjusted to the national reality.
