This morning, February 21, 2025, the Ministry of Communications and Digital Transformation (MCTD) and the National Association of Municipalities of Mozambique (ANAMM) signed a Memorandum of Understanding for the operationalization of the Digital Municipality Project.
The memorandum aims to establish the terms and conditions that will guide the collaborative process for the materialization of the digital transformation of the country's municipalities, through the operationalization of the Digital Municipality Project, the joint adoption and interoperability of the integrated systems and the existing digital platform in the country.
According to the Minister of Communications and Digital Transformation, Américo Muchanga, the "Digital Municipality" project was born out of the need to introduce a profound set of reforms in municipal management, aimed at modernizing the processes and procedures for providing municipal public services, thus ensuring greater proximity to citizens and better provision of integrated services, with quality, efficiency, effectiveness and convenience.
The Minister also stressed that the Digital Transformation of our society, both in public services and in the private sector, must be based on the implementation of integrated ICT-based solutions that add value to processes and procedures, extending their scope of intervention to the most remote regions of the country, as a way of improving the provision of services to citizens.
For his part, the President of the National Association of Municipalities of Mozambique, João Ferreira, said that the Digital Municipality Project was born out of the need to introduce a set of reforms aimed at modernizing the processes and procedures for providing municipal public services, and that the digitalization of municipal services aims to bring the municipality ever closer to its citizens, ensuring that services are provided with the quality desired by citizens.
João Ferreira also stressed that the project represents a major reform for the country's municipalities, which is why it will require, in the first instance, strong and solid inter-institutional cooperation and coordination, and the engagement and commitment of all those involved in the area of municipal governance.
The event was attended by several guests, including the Mayors of Matola, Boane, Matola Rio and Nacala, the Chairman of the Board of Directors of Vodacom, representatives of the Ministry of Economy, CEDSIF and members of the Advisory Board of the Ministry of Communications and Digital Transformation.
