Government reaffirms need for resilient buildings

The Deputy Minister of Public Works, Housing and Water Resources, Cecilia Chamutota, reaffirmed Friday in the city of Beira the need to observe the issue of resilience of the works to be erected and/or rehabilitated in the context of post-"Idai" reconstruction.

Speaking during the disclosure of the housing survey, an initiative promoted by the National Institute of Statistics, Cecília Chamutota defended that this desideratum is already observed in the construction of 15 thousand houses for a universe of 190 thousand vulnerable households that begins at the end of June, mainly in the city of Beira.

The vice-minister said that this warning comes in the context of mitigating the impact of climate change that, in recent years, has cyclically buffeted the city.

To this end, he appealed to the Post-Cyclone Reconstruction Office, based in Beira, to prioritize the transfer of technologies during the construction and/or rehabilitation of those housing units.

On the other hand, he urged the community to erect their dwellings in safe areas by abandoning places susceptible to urban flooding.

Chamutota also advocated the criterion of not locating the residential unit in areas of high flood risk and partial protection, such as airports, high voltage lines, rail lines including roads.

About the selection of the beneficiaries he said that the magnitude of the partial or total destruction of the residential unit, special condition of the socio-economic vulnerability of the household, counted for the election of the target group.

This includes the neediest households, such as widowed women, heads of households, orphaned children and heads of households, helpless elderly people, chronically ill, among other social extractives considered vulnerable.

Meanwhile, Chamutota reminded the beneficiaries of those works that climate change is here to stay.

In another statement, he argued that the contracting of some non-governmental organizations (NGOs) with technical assistance from the United Nations agency, UN-Habitat represents an added value for the beneficiaries of this project who can thus enjoy the transfer of technologies.
