The province of Inhambane has state institutions operating in infrastructure acquired from companies associated with the family of the former Finance Minister allegedly involved in the Hidden Debts, Manuel Chang, according to the Center for Democracy and Development (CDD).

The Inhambane Provincial Prosecutor's Office - valued at 250 million meticais, but acquired for 270 million meticais -; the Provincial Office for Combating Corruption (GPCC); the Provincial Directorate for Culture and Tourism; and the National Communications Institute of Mozambique (INCM) - the Telecommunications Regulatory Authority, were acquired from companies linked to the former Finance Minister.

With the exception of the GPCC, the buildings housing the other institutions identified above were sold to the state by the company Consórcio Investimentos Imobiliários, LDA.

"The company Consórcio Investimentos Imobiliários, LDA is described as an instrument for laundering money from the financial scandal of hidden debts," it reads.

According to CDD, the company is under the management of Ingilo Dalsuco, the son-in-law of the former Finance Minister, who has been identified as a "figurehead" for Manuel Chang's business dealings.

Another social media post says that Dalsuco owns more than 40 luxury housing units in Maputo city alone. "In Inhambane he has more than 15 houses" where, at least until 2019, one was used by a delegate from the Tax Authority and another was a branch of the Mozambican Tuna Company (EMATUM).

According to the Non-Governmental Organization (NGO), there have been "promiscuous" relations between justice institutions and the former Finance Minister, some of which are revealed by "the recent acquisitions of buildings belonging to Manuel Chang's family".

"The non-transparent deals involving the state and the Chang family will never be investigated since they involve the institutions of justice, namely the Inhambane Provincial Office for Combating Corruption, the Inhambane Provincial Prosecutor's Office and the Inhambane Provincial Judicial Court," warns the CDD.
