CNE had not yet sent notices to the CC by 2 p.m. yesterday

CNE ainda não tinha enviado editais ao CC até às 14 horas de ontem

The notices were delivered to the President of the National Electoral Commission, Dom Carlos Matsinhe, on November 8, but as of 2pm yesterday (11/11) they had not yet been forwarded to the Constitutional Council.

Sources at the CNE say that the notices and minutes given to the president of that electoral body are no longer at the CNE and no one, at least those representing the opposition, knows where they are. Matsinhe is one of the few who knows where the notices were sent.

Yesterday, some members of the CNE contacted some judges of the Constitutional Council to confirm whether or not they had received the files. The judges replied that they had not yet received them and that the CNE had promised to deliver them at 2pm yesterday. There's no certainty, but it's more likely that they were delivered yesterday.

The province of Inhambane was the last to deliver the tabulation notices and minutes at table and district level, at around 1pm on the 8th. The material was received by the reception group of the CNE's Directorate of Electoral Organization and Operations.

On the same day, the material was delivered to the president of the CNE. He was supposed to submit it the same day, given that November 8 was the deadline set by the Constitutional Council for the CNE to deliver the notices. (CIP Eleições)
