AR approves the 2020 General State Budget

The Assembly of the Republic (AR) approved the General State Account (OGE) of 2020, presented by the Planning and Budget Commission, this Thursday in Maputo. Frelimo was the only parliamentary group to vote in favor of the account, and Renamo and MDM voted against.

During the session the ruling party praised the Government for the advances in the transparent management of the state's accounts, while the other parties presented a negative opinion on the budget, as they had been doing since last week, by pointing out the negative points of the budget with a focus on strong corruption in the management of the "public thing".

On the other hand, the Administrative Court's (TA) analysis of the OGE considers that the country's public debt remains unsustainable, placing restrictions on the contraction of new charges.

In the document, the Government states that in 2020, the volume of public debt represented 97.3% of the Gross Domestic Product, after 78.1%, in the previous year.

The TA also mentions that "as in previous years, in the economic year under review, the execution of a considerable part of investment expenses financed with external funds, 62.8%, was not through the Single Treasury Account, in violation of the principle of unity of treasury.

There is still a lack of channeling to the Treasury of the balances in the bank accounts of public institutions and an increase in the execution of funds outside the Single Treasury Account.

On the other hand, the State's assets are not properly registered in the OGE and there is a lack of conservation of part of the State's assets, and the Government should take immediate action to solve the problem.
