The company Trans African Concessions (TRAC), which manages the Maputo and Moamba tolls, has not paid for concessions or generated any dividends for Mozambique in the 26 years since it was set up on National Road No. 4 (EN4).
In 2022 alone, TRAC invoiced 1.6 billion meticais, making a profit of around 100 million meticais, according to a publication. Of this amount, not one cent has been generated in concessions and dividends for the country.
The TRAC Public-Private Partnership dates back to 1997. Its purpose was the design, construction, financing, 30-year operation and maintenance of part of the EN4 - from the Shoprite junction to the Ressano Garcia border.
It seems that the plan did not foresee the installation of a toll on the EN2, the Maputo toll, but, according to the publication, Joaquim Chissano's government managed to get a toll installed. See...
In addition to this injustice, another has to do with the fact that the TRAC tolls - in Maputo and Moamba - are around 50 kilometers apart. In South Africa, for example, the tolls are at least 100 kilometers apart.
TRAC's Mozambican partners are grouped together in the Sociedade de Desenvolvimento do Corredor do Maputo SARL. These are the state-owned companies EMOSE, Tmcel, CFM, EDM, PETROMOC, Aeroportos de Moçambique and Sociedade de Controlo e Gestão de Participações, which includes several Frelimo bigwigs.
