Officials from the Provincial Directorate of Agriculture and Fisheries in Cabo Delgado have submitted a letter of complaint to the province's Anti-Corruption Office about the embezzlement of millions of meticais, which took place between the end of 2023 and the beginning of 2024.
The amount, according to News who had access to the document, was directed towards emergency assistance for victims of terrorism in the province.
The ringleaders of the scheme are said to be the Provincial Director of Agriculture and Fisheries, Daudo Ussahale, and the Head of the Fisheries and Aquaculture Department, Rachade Amade. The group includes other officials from Planning and Finance, UGEA and members of the jury, namely Tony Naetaene, Cafur Luís, Pedro Clemente, Francisco Iahaia, Artur Jerónimo and Abdul Sale.
The scam involves a company that won a tender to buy boat engines and supplies for fishermen. The company, Icbar Haidar Ali, was supposed to supply 108 engines, but only 56. The 52 missing engines correspond to precisely 13.4 million meticais.
Ussahale told Notícias that instead of buying motors, the money was used to buy other supplies. But he also fears that the accusation will come to the attention of donors, who may cut off donations.
