The summary of the report, read by the minister in charge, Carmelita Namashulua, says that essential procedures were ignored, resulting in the problems publicly detected.
"The books were approved by INDE (National Institute for the Development of Education) without having obeyed all the evaluation phases foreseen in the contractual clauses" said the minister quoted by VOA.
On the other hand, the report states that there are errors detected before the printing of the manuals that the publisher has ignored the recommendation for correction.
"The corrections presented in the consultants' evaluation reports were not fully accepted by Porto Editora (the publisher of the textbooks), which reveals negligence on the part of the publisher in fulfilling its contractual obligations," explained the minister.
As measures, the inquiry recommended that the Publisher be held accountable and that the Director of INDE and the Director of Primary Education be removed from management positions.
In one of the first reactions, the Association of University Teachers believes that the results were far from expectations.
For this class, the survey brought only the superficial side of the situation and failed for not having used the opportunity, to make a deep reflection about the ways forward, for a complete reform in the system.
