The Constitutional Council (CC) has ordered a rerun of the local elections in the municipalities of Marromeu, Guruè, Milange and Nacala-Porto. The National Electoral Commission's (CNE) proposal is for this to take place on December 10. The Council of Ministers is due to decide and announce the date next Tuesday.
According to Electoral Bulletin of the Center for Public Integrity (CIP)The state will spend 21.5 million meticais on this electoral process. It will be a direct award to the company Académica, which supplies voting kits.
The document states that there are no cases against polling station staff, STAE directors and chairmen of district election commissions involved in and responsible for the fraud in those municipalities.
"This means that it will be the same managers who will head the process of repeating the elections on December 10," he notes.
Furthermore, the date proposed by the CNE for the rerun of the elections violates Law 7/2018, of August 3, which states that elections declared null and void must be rerun by the second Sunday after the decision.
This, according to the CIP, may be due to the limited time and logistical issues involved in organizing an electoral process.
