INATRO seeks technical independence to control printing of driving licenses

The National Institute of Road Transport (INATRO) intends to reassume full control of biometric driver's license printing, after the dispute with Brithol Michcoma.

With this, the contract initialed with the German company Muhlbauer High Tech International - responsible for printing biometric identity cards - allows INATRO to fully monitor the process of printing driver's licenses.

INATRO bought two printing machines from Muhlbauer, which will be responsible for assembly, maintenance and technical assistance, according to the newspaper "O País".

The printing machines have the capacity to produce about 9,800 driving licenses per month, far above the demand that varies between three thousand and five thousand per month.

Drawing on the institution's previous experience in this process, the head of INATRO's project department, Napoleão Sumbane said there are technicians trained to print driver's licenses.

"The machines assembled in the factory, inside our facilities, are operated by our technicians with assistance from the operator. That is, they are transmitting the knowledge to our technicians so that our institution has the capacity to control the entire chain and in the future it will be the Mozambican State that controls the entire process," he explained.

The reprinting of new redesigned biometric driver's licenses started last July 11 already with the new provider of the documents.

"The new driver's license has different visual characteristics, namely the color and layout of the driver identification, and the increase in security features from 13 to 24. The most visible aspects to the naked eye are the name of the owner of the license above the photograph, the bar code, which in the previous license was on the back and in the new one appears on the front. We also introduced the name of the regulatory institution (INATRO) and put a differentiated relief on the ID card number, so that the user can feel the numbering by touch," explained Sumbane.

INATRO has reduced the validity of the provisional license from three months to 30 days and assures that it has the capacity to respond to possible pressure.
