The Five-Year Plan 2025-2029, approved by the Council of Ministers and awaiting consideration by the Portuguese Parliament, foresees significant changes in various sectors, especially health, education, defense and security.

The government wants to build seven district hospitals, distribute school books on time, increase the territorial integrity index by 40% and rehabilitate and upgrade the Zimpeto National Stadium.

The information is contained in the government's Five-Year Plan 2024-2025, which is more than 100 pages long and has already been submitted to parliament for consideration, according to "O Pais".

On the unemployment front, the government is committed to reducing social inequalities and poverty, the latter now standing at 68.2%. And, to this end, the Government is committed to fighting unemployment, ensuring that by 2029 the percentage of unemployed people falls from the current 18.4 to 17%, a reduction of 1.6%. In education, Chapo's government wants to focus on basic and vocational education. Among the actions highlighted in this sector are guaranteeing the timely production and availability of school books; ensuring access to educational content on digital platforms to reduce costs; and adapting general education curricula to the real needs of the country; and concrete metrics are presented in the plan, including reducing the pupil/teacher ratio in primary education from 68.1 to 55%, a reduction of 13.1%.

Also in primary education, the aim is to increase the percentage of pupils who develop the skills required for the 1st cycle (namely reading, writing and calculation) from 4.9% (assessed in 2016) to 30%.

With regard to infrastructure in this sector, it is planned to increase the number of classrooms built from 397 to 3,492, in addition to increasing the number of secondary schools from 13 to 77, which means building 64 secondary schools in five years;

In the health sector, Chapo's government wants to ensure the availability of medicines and medical supplies in health facilities, as well as promoting family planning to encourage a sustainable demographic transition; in numerical terms, targets have been set to increase the percentage of the population with access to health services from 70.2 to 73, an increase of 2.8% in five years.

Also on the list is the target for the coverage rate of institutional deliveries to increase from 94 to 95%, an increase of only 1%.

According to the document quoted in "O Pais", the percentage of vital medicines made available could rise from 80 to 90%, and seven district hospitals will be built from scratch and equipped, increasing the number of district hospitals built in recent years from 7 to 14.

In the field of defense and security, the document addresses the need to prevent and combat organized crime, with an emphasis on kidnappings and abductions, and to strengthen the capacity to defend national borders.

In terms of metrics, the plan talks about the increase from 86 to 87 in the percentage of cleared criminal cases in relation to registered cases and the rise in the territorial Integrity Index from 30 to 70%.

In the field of sport, the government intends to improve the country's sports infrastructure. It is expected that in the penultimate year of the mandate, in 2028, the following infrastructures will be intervened: rehabilitation of the Zimpeto National Stadium, construction and equipping of the Multipurpose Sports Arena; and construction and equipping of the Sports Medicine Center;

Construction of the Pemba Sports Complex, in Cabo Delgado province, could be completed by 2029.
