A new regulation from the National Public Rescue Service (SENSAP) envisages holding criminally responsible citizens who merely capture images of accidents and publish them when their actors could instead assist the victims and report the occurrence to the authorities.
"With this new legislation some responsibilities are already given to the citizen so that he can play an active role. There is greater accountability in case the person shows indifference towards, road accidents, fires, as long as it is proven that his role could be more proactive," explained the SENSAP spokesperson, in an approach about the new corporation law.
Leonildo Pelembe clarified that this aspect of the law now approved came to appeal to the citizen to use common sense in moments of distress when lives may be at risk.
"The Law not only makes us responsible for action, but also for omission [ of help], not only at the criminal level, but also in a civil way. The most important thing in all this is that the citizen is called upon to collaborate with the National Public Rescue Service," he stressed.
On the other hand, SENSAP was concerned about the number and severity of accidents that have occurred on National Road Number 1, in the Manhiça-Marracuene section, in Maputo province.
