PGR "forces" CMCM to close Hulene rubbish dump

The Attorney General's Office (PGR) has filed an action with the Administrative Court against the Maputo City Council (CMCM) demanding the closure of the Hulene dump.

According to the PRG, for several years the CMCM has ignored its orders to close the waste dump, whose collapse in 2018 killed 17 people.

The OPG believes that the landfill, which is more than 30 years old, should be closed for the sake of public health, quality of life and the environment, which are fundamental rights for citizens.

"The municipal dump already presents a serious risk and, at any moment, we could see the situation that occurred in 2018 all over again," said a PGR official quoted by the newspaper STV.

In the opinion of the Public Prosecutor's Office, the CMCM ignored the closure of the Hulene dump following the tragedy in February 2018.

"The defendant ordered a contract to carry out actions to ensure the continued operation and disposal of solid urban waste, with a view to the safe closure of the Hulene dump," says a document quoted by the television channel. The municipality has done work to prevent another collapse of the Hulene dump, "instead of closing it down".

The OPG warns that the dump constitutes a disaster risk as long as deposits continue to be made and that the problem is foreseeable and unpredictable for any human being.

"The measures adopted are not sufficient to prevent further environmental and material damage associated with the damage that caused the Hulene tragedy in 2018," the document warns.
