The Center for Public Integrity (CIP), a non-governmental organization (NGO), accuses the government of communicating with reservations about the details of the gas revenues from the Coral Sul project.
"Sharing information with Mozambicans, the legitimate owners of natural resources, according to the Constitution of the Republic, should be a priority for the government in order to promote transparency," says the NGO document that MZNews had access to.
On October 29, 2023, the Minister of Mineral Resources and Energy, Carlos Zacarias, publicly announced that the Mozambican state had already received more than 100 million US dollars in revenue from the Coral Sul project.
At the time, Carlos Zacarias didn't give any details about where the money had been deposited, limiting himself to saying that it had been deposited in an account specially dedicated to natural gas revenues.
In the meantime, the CIP says that information about the revenue from this project "appears sporadically and without much detail, giving the impression that the government is hiding something about where this revenue is going".
"The government has shown some reluctance to provide information about the revenues from this project. For example, on August 15, 2023, the Center for Public Integrity requested details of the revenue received from this project from the Minister of Economy and Finance. However, after more than two months, no response has been given to the request for information," the NGO laments.
Also in the same document, CIP suggests that the government disclose the revenues collected and the quantities of gas exported on a monthly basis, as well as the balance of the account where the revenues are deposited, in the interests of greater openness and transparency.
In addition, the NGO points out that it is "law" for the government to transmit tax information on gas revenues to the public on a timely basis.
