The electoral bulletin of the Center for Public Integrity reveals that the October 11 election results presented by the National Electoral Commission are full of irregularities.
The document reveals ballot box stuffing or vote theft to the detriment of the Renamo party in 18 polling stations, or ¼ of the municipalities.
"We found six municipalities with ballot boxes stuffed in favor of Frelimo and 12 municipalities with ballot papers, probably from Renamo, being declared invalid. What is shocking is that this level of fraud is shown by the CNE's own data in 18 municipalities - a quarter of the municipalities," it reads.
Fillings were seen in Massingir (Gaza), Dondo, Marromeu and Caia (Sofala), Chitima and Nyamayubué (Tete). "In total, the Frelimo vote was inflated by more than 17,000 votes."
Renamo vote theft or nullity was verified in 12 municipalities. The most blatant cases were found in Isaca and Angoche.
"If we take a closer look at the CNE results, we see that almost all municipalities have between 1.5% and 4.5% of invalid votes. But 12 municipalities have 4.8% null votes or more, which indicates some false invalidation of votes. In total, we found 4,580 votes above 4.5%," he notes.
In Maputo and Matola alone, where the parallel count indicates a Renamo victory, "we found 12,500 votes taken away from Renamo".
The bulletin states that there was sufficient fraud to alter the election results.
