The Assembly of the Republic (AR) approved, today, in generality, the proposed revision of the law that approves the implementation of the Single Wage Rate (TSU) and provides for the disbursement of 19.8 billion meticais.
The approval of the revision of law number 5/2022 of February 14 should eliminate the previous distortions with a focus on remuneration criteria based on the age and academic level of public servants and agents of the state.
This approval will not result in additional costs because 19.8 billion meticais had already been foreseen at the time of its approval.
The law in question defines the rules and criteria for the remuneration of public servants, holders or members of public bodies, and holders and members of the bodies of the administration of justice, and approves the TSU, as well as the salary table for the Defense and Security Forces.
This is the first legal instrument to bring together all the dispersed matter concerning remuneration in the civil service, which will close the pay gaps and fix the rules for salaries in the state by eliminating the 103 pay scales in effect for 21 salary levels. The salaries to be established should observe four criteria, namely, length of service, length of career, academic level, and age.
The Constitutional Affairs, Human Rights, and Legality Committee; the Planning and Budget Committee; the Social Affairs, Gender, Technology, and Media Committee; and the Public Administration and Local Government Committee were responsible for assessing and presenting an opinion on the legal instrument for its approval in generality.
The special analysis report will be prepared and presented by the Public Administration and Local Government Committee, in the second part of the session.
