The representative of the International Organization for Migration in Mozambique, Laura Tomm-Bonde, says that any plan for the reconstruction of Cabo Delgado province, which has been plagued by jihadist violence, can only be concrete and sustainable if it has the direct involvement of the victims of the conflict themselves.

According to VOA, Bonde, who was speaking at a meeting to reflect on the reconstruction of Cabo Delgado, which has been the target of jihadist attacks for more than five years, believes that the participation of those affected is fundamental.

The provincial governor of Cabo Delgado, present at Monday's meeting, agreed with the position of the International Organization for Migration, saying that the reconstruction process in that province must take into account and prioritize activities that can boost the development of the regions affected by the violence.

For Valigy Tauabo, the reconstruction of Cabo Delgado requires collective commitment, adding that the assistance actions are neither sufficient nor sustainable

The involvement of local communities, especially young people, is the strategy being followed by TotalEnergies in the reconstruction of Cabo Delgado, as emphasized by the company's general manager in Mozambique.

Maxime Rabilloud gave as one example the case of a businessman hired to build a road in Palma, whose workforce included young people recruited locally.

It should be noted that various analysts and different studies have considered that social exclusion, inequality and the lack of job opportunities, especially for young people, are some of the causes of the armed conflict in Cabo Delgado.

For the government, these situations are real in that province and beyond, but what is happening in Cabo Delgado is terrorism of jihadist origin. The government says it has created the Agency for the Integrated Development of the North (ADIN) to deal with these issues.
