NGO reveals influence of Sumbana family to make Costa do Sol concrete plant viable

The Center for Public Integrity (CIP) says there was influence from politically exposed people to enable the construction and operation of the concrete plant in the Costa do Sol neighborhood.

The concrete plant was designed to produce concrete during the construction period of the Yuxiao International Tourism Shopping Complex, on Av. Marginal in Maputo city.

An investigation by the non-governmental organization (NGO) reveals that members of the Sumbana family, namely Lúcio António Fernando Sumbana (son) and Fernando Sumbana Júnior (father) - who was once Minister of Youth and Sports and Tourism - may be involved in a scheme to use influence to build the concrete factory.

It transpires that the partners Lúcio Sumbana and Final Holdings S.A (founded by Fernando Sumbana Júnior) founded the company Brisa e Sol, Limitada in 2013. In July 2019, they sold all of the company's shares to Africa Great Wall Real Estate Development Co, Lda. (50%) and Africa Chang Cheng Mining Holdings, Limited (50%) for 50,000 meticais. It was from this process that, in October 2022, Hong Kong Great Wall Property Holdings, Ltd. obtained 10% of the shares transferred to Africa Great Wall Real Estate Development Co, Lda.

In effect, Brisa e Sol, Limitada became a subsidiary of Jinan Yuxiao Group, which includes the companies that acquired Brisa e Sol, Limitada's shares.

According to the NGO, there are people close to the Sumbana family working as administrative technicians in the company Africa Great Wall Estate Development Co. Limitada.

CIP points to the case of Stefan Pedro Rafael Muchate, who joined the management body of Africa Great Wall Estate Development Co. Limitada in May 2019, ten months after the sale of the shares in Brisa e Sol, Limitada.

Stefam Muchate is the son of Rafael Muchate, a former employee of the Ministry of Tourism who has Fernando Sumbana Júnior as his best man.

The investigation found that Muchate (father), between 2003 and 2010, was entrusted with the position of head of the procurement department for the Transfrontier Conservation Areas and Tourism Development Project, implemented by the then Ministry of Tourism.

It was Stefan Muchate who, a month after joining Africa Great Wall Estate Development Co. Limitada, requested an increase in the company's capital from 10 million meticais, declared on May 7, 2019, to 20 million meticais.

On August 1, 2022, the corporate purpose of Africa Great Wall Estate Development Co. Limitada was changed to include the operation of the concrete plant, says the NGO. On the same day, Jinan Yux iao Group set up the company Africa Great Wall Concrete Manufacture, Limitada, whose corporate purpose is the processing and sale of concrete. This, in turn, was presented as the bidder for the concrete production plant project.

At the time, Muchate (father) was already working for the Maputo City Council (CMCM) as a procurement specialist for the Maputo Urban Transformation Project (PTUM), financed by the World Bank and budgeted at 100 million dollars.

"At the CMCM, Rafael Muchate was responsible for drawing up the Manual of Acquisition Strategies for Development within the framework of the PTUM, used as a "trump card" in the 2019-2023 Municipal Development Plan, led by Éneas Comiche, the same man who, before the end of his mandate, approved the award of the DUAT and the construction license for the concrete production plant, in December 2023, with a view to enabling the construction and operation of the Yuxiao International Tourism Commercial Complex, led by Brisa e Sol, Limitada, a subsidiary of Jinan Yuxi ao Group in Mozambique," reads the report. publication.
