The executive director of the Observatory of the Rural Environment (OMR), João Mosca, criticizes the State for forgetting the countryside, channeling insufficient resources for the development of family agriculture, favoring export crops.
According to João Mosca, the government has neglected to finance the development of the areas and the rural productive sector. After independence, according to Mosca, the countryside was forgotten, that is, the worker-campesino alliance never existed.
"The funds from the State Budget, although they have been increased in the last two to three years, are still insufficient for the colossal demand of the development of the agrarian sector and the rural environment," Mosca laments.
To this end, the source adds that the scarcity of public and private investment and credit to the rural economy is proof that the agrarian sector is not a priority for the government and the banking and financial systems.
"Look at how much is spent on personnel in the state apparatus. More than 60% are salaries and other salary costs linked to personnel. Look how much of the State Budget stays in Maputo and does not go to the provinces: more than 60%. Where is the reform of the State to gradually reduce, and according to a certain criterion, the number of civil servants. The civil service takes 11% of GDP, one of the highest indicators, in a negative way, in the world, just for civil servants," Mosca points out.
Nevertheless, OMR's executive director believes that basic health, education, road and rail services, which could raise the standard of living of rural populations, are also neglected.
However, João Mosca noted that social inequalities have increased and the national income is concentrated in a smaller and smaller percentage of the population and the majority is getting poorer and poorer.
