Government promises to strengthen capacity of agencies when discussing 2021 accounts

The best way to develop the administration and control public resources is to prioritize capacity building for state bodies, Prime Minister Adriano Maleiane said on Wednesday at the Assembly of the Republic.

Speaking on the first day of debate on the 2021 General State Account (CGE), Maleiane assured that this factor will continue to be the guideline, including "the professionalization of human resources and the elevation of public integrity and ethics".

According to "Sapo", the Prime Minister stressed the need to improve mechanisms to ensure strict compliance with the rules and procedures of the State's financial administration.

He highlighted the improvements in budget planning and execution which, in turn, lead to the "continuous improvement of the process of drawing up the General State Account".

Ahead of the vote scheduled for Thursday, the Mozambican National Resistance (Renamo), the main opposition party, and the Democratic Movement of Mozambique (MDM), the third party, advocated disapproving the accounts, while the Mozambique Liberation Front (Frelimo), the party in power and with a qualified majority, advocated making them viable.

Renamo pointed out that the government continues to disregard the recommendations of the Administrative Court in the execution of the State Budget.

For its part, the MDM accused the government of "sponsoring corruption" by ignoring mismanagement in the institutions under its tutelage.

Frelimo praised the improvements in the management of public resources, noting the government's efforts to increase funding for sectors with an impact on poverty reduction.

The CGE will be voted on today, and the Mozambican opposition has never voted in favor of the document, but it has always been made possible through Frelimo's votes.
