The national director of the Mozambican State Patrimony, Albertina Furquia, said that the government will expand the circulation of information on contracting in the country to ensure transparency and fight corruption.
"We want to use partnerships even with the media, and a portal for the circulation of information on contracts," said Furquia, speaking on Tuesday (28) in Maputo, on the sidelines of the debate on the new public procurement regulations.
Quoted by AIM, the source explained that various dissemination channels will be used to enable the active participation of partners, both from the state and the private sector, since they are all key players and have to contribute to the process of fighting corruption and improving transparency.
However, when asked about the quality of the work, the source said that it had to do with all the players involved in the process.
Still on the subject of the quality of the works, the source said it was important to allow the bidders to present their proposals and the jury members, in turn, to evaluate and select the best option on the market.
"The responsibility for defining the technical specifications and the profile of the bidders lies with the entity launching the tender and the members of the jury are responsible for evaluating the bids taking into account the specifications it has defined," he stressed.
He stressed the need to draw up the terms of reference that will dictate the best solution for the tenders and to avoid awarding contracts to those who cannot objectively respond to the contract.
The source said that the state has been monitoring the tenders and, to this end, assigns an average of 120 supervisors a year to ensure compliance with the rules.
