The Executive Director of the Finance Information System Development Center (CEDSIF), Jacinto Muchine, said on Tuesday that e-SISTAFE has made it possible to eliminate ghost employees in the Public Administration.
"Today, in fact, we don't have ghosts in the Civil Service. The system that has been put in place, of biometric verification of state employees and agents, has combated this evil," he said.
One of the mechanisms that contributed to curbing the problem that had been ailing public finances for several years was the introduction of the annual life test, which is compulsory for all civil servants.
"Today there is the National Human Resources Management System, which manages and records all the state's human resources data using biometrics. Every year, every employee is obliged, in the month of their birthday, to take their proof of life with biometric data. Today, with the existence of disruptive technologies, we have introduced the facility to do this via cell phone," he said.
He noted that employees who do not take the annual proof of life immediately will not receive their monthly salary in the month following their birthday, until the situation is regularized.
"Automatically, the system closes the payment authorization for that employee until they come to take their proof of life. There's no need for human intervention," he said in an interview with Rádio Moçambique.
e-SISTAFE is the management system for all state finances, from planning, budgeting, expenditure, accounting, payments and the management of state assets. It works on a decentralized basis throughout the country. The system carries out around 64,000 transactions a day and makes it possible to view and monitor the state's financial expenditure.
