"Audit of the Single Wage Scale won't produce credible results," say analysts

The government wants to audit the implementation of the Single Wage Table (TSU) in an effort to improve its image, which has been badly damaged by this system, say analysts, who, however, do not believe that this audit will produce credible results because it is being carried out by the executive itself.

The Inspector General of the Ministry of Economy and Finance, Emanuel Mahumo, quoted by the newspaper Noticias, said after a hearing with members of Parliament that the government would audit the implementation of the Single Wage Scale to assess its effectiveness and relevance.

The government also wants to assess the quality and veracity of the data on state employees and agents that the technicians involved in implementing the TSU have entered into the system.

To VOA, Gift Essinalo, a political analyst and researcher at the Center for Public Integrity (CIP), questions the relevance of this audit, because it is being carried out late and, even more seriously, by a non-independent entity or institution.

He says that if it were done by an independent entity, "we would have more credible results; the government will try to minimize the seriousness of the problem so as not to tarnish its image, which, in fact, is already tarnished because of this system."

The analyst notes that, even so, the players who made mistakes in implementing the TSU need to be held accountable, especially for not following the procedures inherent in this process correctly.

For his part, political analyst and economist João Mosca says he doesn't understand how the government wants to audit something that the executive itself designed, stressing that there can be an internal audit, which can have disciplinary and corrective effects, but without any legal effect.

For the economist, this audit is the result of pressure from society, the Administrative Court, the IMF and other cooperation partners who are not satisfied with the TSU.

On the other hand, Gift Essinalo said that there may have been errors in the design of the Single Wage Scale.
