Mozambique may keep two wage payment systems, provisionally

The Deputy Minister of Economy and Finance (MEF), Amílcar Tivane, said on Tuesday (15) that the government may resort to two systems for paying salaries, where the first will be based on the Single Wage Table (TSU) athrough the 'e-folha' system and the second on the old payroll, as long as it proves necessary.

He clarified that the government will do this to avoid late payments without, however, suspending the work of migrating data from the old system to the new one.

"Our expectation is that in the event that, for whatever reason, we see phenomena that contribute to late payment, recourse to the old system will certainly be the alternative of last resort. We are moving towards a reform and we must focus on the objectives," he explained.

The MEF deputy minister was speaking on Tuesday (15), after the 29th session of the Council of Ministers, stressing that the government is working to discontinue the old salary payment system.

"The process of transitioning from the old system to the new one involves work and information processing. Naturally, we won't be stuck with the old system forever. Every effort will be made so that by the end of August we can register the remaining cases," he said, referring to the "minimum" number of Defense and Security Forces (FDS) personnel still not covered by the TSU due to incompatible data.

At the time, he assured that this minimum percentage of the FDS is already receiving salaries based on the old model. The retreat, according to Tivane, is the result of a recommendation from the President of the Republic, Filipe Nyusi.

"We have already made resources available, after checking the pending cases, reconciling the information and quantifying the budgetary impact. The amounts are available and the process of transferring the amounts to the beneficiaries' accounts is currently underway. Every effort is being made so that in the next few days we can conclude the settlement of the Defense and Security Forces' salary arrears. This is a minimum workforce and all the conditions are in place," he said.

On the other hand, the deputy minister said that at the extraordinary meeting held on Friday (11) between the MEF, the Ministry of the Interior and the FDS to make the payment of outstanding salaries more flexible, it was decided that the MEF "should continue with the audit until September to ensure greater transparency of the data, especially of the remaining cases that have not yet been integrated into the system".
