"There are public companies that do not channel revenue to the state budget"

There are public companies that do not channel their revenues to the state coffers. The finding was presented this Monday, by the Budget Plan Commission, in a hearing with the Minister of Economy and Finance, as part of the appreciation of the General State Account of 2020.

During the parliamentary auscultation of the Minister of Economy and Finance, the Budget Plan Commission (CPO) questioned the Government why there continue to be revenues from public companies that are not channeled to the treasury. The Government said at the time that since 2018 it has been looking for ways to solve the problem.

"In Decree 41/2018, which coordinates the operation and organization of the funds of the institutes, there is a requirement there that all own and consigned revenues must be 100 percent deposited in the State Account and then be returned the percentage that is from the consigned fund. This is one of the jobs that the Government is doing to avoid the disbursement that this implies. We need to know what the State's revenues are," said the minister, responding to questions from CPO deputies in Parliament.

Cited by "O País", Maleiane acknowledged that there are flaws in the process, but suggested possible solutions.

"We have to develop an application that allows, in fact, there is control and ensures security, and this can only happen from the moment that any revenue that is typed is reflected in the account. This is possible, using the technology that already exists," said the governor.

The President of the Planning and Budget Committee, António Niquice, evaluates positively the Government's performance, but points out that there are some challenges.

"There are still challenges related to the issue of managing the state's heritage. The Government needs to continue its efforts to ensure that all assets are properly registered and classified. There are also challenges related to budgetary unity. As for the extractive industry, there needs to be more rigor, in the reliability of data coming from the extractive industry.

 The General State Account, referring to the 2020 fiscal year, contains a list of matters that will be appreciated in the coming days, in the fourth ordinary session of the Assembly of the Republic.
