JOB DESCRIPTION

ADPP Mozambique (Associação de Ajuda de Desenvolvimento de Povo para Povo) in Mozambique is looking to recruit a Laboratory Advisor for PNCT in Maputo.

PURPOSE OF THE POSITION:

The Consultant will provide technical assistance to the PNCT in the design, execution, coordination and monitoring of activities to implement new TB diagnostic technologies in the country, research projects, ongoing training projects and assist in the management of maintenance processes for TB diagnostic equipment used in the country.

TASKS AND RESPONSIBILITIES:
  • Implement the technical assistance project focused on tuberculosis, strengthening the diagnostic network and reinforcing the system, and quality improvement interventions in line with the priorities of the PNCT;
  • Assisting with the introduction and implementation of new diagnostic tools, tests and procedures such as Truenat, Xpert MTB/XDR, CAD4TB and stool tests for pediatric TB;
  • Supporting the development or updating of strategic plans for the national diagnostic network, standard operating procedures (SOPs) and policies;
  • Design or review diagnostic algorithms and ensure their dissemination and use to aid clinical decision-making;
  • Conducting assessment processes at diagnostic sites and ensuring the follow-up of action plans and the implementation of corrective and preventive actions (equipment maintenance);
  • Monitor and report on the progress of activities to improve the diagnostic network in accordance with the PNCT plan;
  • Work in collaboration and coordination with technical staff and project partners in the development and implementation of the PNCT's work plans;
  • Increase the capacity of local TB diagnostic stakeholders and leaders to identify and oversee improvements in diagnostic networks;
  • Provide technical assistance and training to TB diagnostic network staff to ensure capacity building and continuous improvement;
  • Develop strategies to ensure the proper functioning of functional TB diagnostic equipment, including systems to maintain functional laboratory equipment, ensure equipment maintenance by establishing a cadre of trained local biomedical technicians;
  • Assist in the development of strategies to build TB laboratories to carry out more TB diagnostic tests (culture, Xpert, drug susceptibility tests and first-line -LPA line probe assays, including second-line drug resistance);
  • Design and conduct the implementation of the research protocols of the PNCT and according to the recommendations of the National Committee on Bioethics for Health (CNBS);
  • Coordinate all the administrative, financial and logistical activities of the PNCT surveys.
REQUIREMENTS:
  • Degree in Biology or related areas;
  • Experience in microbiology, clinical diagnostics, laboratory science, or equivalent;
  • At least five years of experience in strengthening diagnosis and training focused on Tuberculosis in the country;
  • Have competence and practical experience in the use of TB diagnostic techniques in force in the country;
  • Mastery of the main indicators of the tuberculosis program;
  • Computer literacy;
  • Ability to work in a multidisciplinary team and under pressure;
  • Ability to organize, plan and communicate orally and in writing;
  • Have experience in designing and implementing surveys;
  • Fluent in Portuguese;
  • Proficiency in English would be an advantage.
EXPECTED RESULTS:
  • Improved case detection rate for all forms of TB and resistant TB;
  • Increase in the rate of TB patients confirmed by laboratories;
  • Increase in Rifampicin-resistant TB cases undergoing TSA;
  • Reduction in the number of non-functional Genexpert modules;
  • Improved research and writing skills;
  • Improving the maintenance capacity of TB diagnostic equipment in the country;
  • Improving technical capacity for tuberculosis diagnostic confirmation.
