On Monday in Maputo, the President of the Republic, Daniel Francisco Chapo, swore in the new members of the Council of State for the five-year period 2025-2029, whose composition now includes all the political forces with parliamentary seats, former heads of state and other leading national figures.
In his speech, the Head of State stressed that this is a historic moment in the country's democratic life, as for the first time the Council of State now includes all the presidents of the political parties with seats in the Assembly of the Republic, former Heads of State, the Ombudsman, the former Speaker of Parliament and also the second most voted candidate in the last Presidential Elections.
"This Council of State symbolizes the consolidation of democracy, the deepening of national reconciliation and the permanent need to strengthen unity, because together we are stronger and more capable of overcoming any challenge," said the President of the Republic, stressing that the Mozambican people expect advice from the body that promotes peace, harmony and national cohesion.
Among the citizens sworn in by the President of the Republic are: Filipe Jacinto Nyusi, as former President of the Republic; Margarida Adamugi Talapa, President of the Assembly of the Republic; Maria Delfina Benvinda Levi, Prime Minister; Jamisse Uilson Taímo, Aminuddin Mohamed, Albino Forquilha, Ossufo Momade and Lutero Chimbirombiro Simango, elected by the Assembly of the Republic; Alberto Joaquim Chipande, Eduardo Silva Nihia, Graça Simbine Machel and Felizarda da Boaventura Paulino, appointed by the Head of State; Venâncio António Bila Mondlane, for being the second most voted candidate in the last presidential elections.
The Council of State is also made up, by virtue of its functions, of figures of recognized national and international experience: Isaque Chande, Ombudsman; Joaquim Alberto Chissano and Armando Emílio Guebuza, former Presidents of the Republic; Esperança Laurinda Nhiuane Bias, former President of the Assembly of the Republic.
According to President Daniel Chapo, the quality and diversity of the members make this Council "a real dream team", capable of making valuable contributions to governance and the future of the country.
The Head of State recalled that, in addition to the matters provided for by law, such as the dissolution of the Assembly of the Republic, the declaration of war or the calling of elections, the body must also reflect on the most pressing concerns of the people.
Among these concerns, he highlighted peace and national stability, the consolidation of unity, respect for democratic rules, an end to kidnappings, terrorism and organized crime, as well as the creation of jobs and low-cost housing, and the participation of citizens in building Mozambique's economic independence.
On the occasion, the President of the Republic also thanked the outgoing members "for their high sense of state" and for the contribution they had made during their mandate.
