The Minister for State Administration and the Civil Service, Inocêncio Impissa, has announced that the government will introduce a new method for the centralized hiring of state officials and agents.
According to the minister, the initiative is aimed at reducing budget costs and increasing efficiency.
Quoted in an AIM publication, Impissa explained that the initiative also aims to reduce the time it takes to hire a very small number of employees, but more than 10,000 competitors end up appearing.
The announcement was made during a hearing called by the Committee on Public Administration and Local Government (CAPPL) of the Assembly of the Republic (AR), which took place on Saturday (20) in Maputo.
During the hearing, the deputies of the CAPPL (4th Labor Committee) had the opportunity to assess the prospects of the Government's Five-Year Program 2025-2029 in the state administration and civil service sector.
"There's a district office, there's a provincial directorate that's putting out a call for tenders to employ just four people. That's heartbreaking because when people see the announcement, there are 10,000 people applying for four vacancies. It doesn't make sense," said the minister, quoted in the publication.
The centralized competition is valid for three years. As a result, explains Impissa, during those three years, if certain sectors need to hire staff, they can use the centralized platform and thus avoid having to open a new competition.
"This will prevent the citizen from having to chase competitions every day, waste paper, spend money to apply for a single vacancy. We think it will also be a model that can help to alleviate some of the citizen's hopes regarding access to jobs in the Civil Service," he said.
It is worth remembering that in December 2021, parliament approved the EGFAE, which was combined with the introduction of the Single Salary Table, a platform that harmonized the discrepancy in the salaries of state employees and agents, as well as the centralization of public tenders.
The parliamentary hearing precedes the plenary debate on the 2025-2029 PQG, which should take place within the next seven days.
