Government begins process of socializing mining and oil legislation

The Ministry of Mineral Resources and Energy (MIREME) has begun the socialization phase of the legal framework for the mining, oil and energy areas, whose reform aims to make it modern, efficient, transparent and inclusive, boosting the sector as an engine for the country's economic and social development..

As a result, the Draft Mining Law (revision of Law no. 20/2014, of August 18); Draft Petroleum Law (revision of Law no. 21/2014, of August 18); Draft Local Content Law; Draft Regulation on Concessions and Universal Access Fee (TAU), within the scope of the Electricity Law (Law no. 12/2022, of July 11) are available for public contribution until mid-July.

The current legal reform, which includes the drafting of the Local Content Law in the oil sector, began in March. The current phase will be marked by a process of public consultation and inter-institutional harmonization.

"To this end, the preliminary drafts have been sent to all the ministries for appraisal and opinions and will also be shared by various professional associations linked to the respective sectors. The documents are available from the Provincial Infrastructure Services in all the provinces," says a document to which we have had access.

At the same time, a participatory process will be promoted, including seminars, round tables and debate sessions, involving local communities, local, district and provincial administrations, local businesses, rights holders, concessionaires, civil society representatives, academic institutions and other interest groups.
