State property values fell by 114 billion meticais in just one year

The year 2021 was marked by a drastic fall in the value of state property. By December 2020, the state had a gross value of around MT 590.6 billion in real estate.

In December 2021 this figure rose to 476.6 billion MT, a reduction of around 113.96 billion MT, corresponding to 19.3%1.

The reduction in state assets takes place in the direct administration of the municipal state (state bodies) and in the indirect administration (public companies and municipalities).

However, this reduction worsens when analyzing the State Business Sector (SEE), where the reduction in real estate in 2021 was around 34%.

At the start of 2021, ESS properties were valued at 214.1 billion MT and at the end of the same year they were worth 141.6 billion MT, a reduction of 72.49 billion MT, around 33.9%2.

Article 50(1) of the SISTAFE law3 states that the government must analyze changes in assets and publish details of changes in the state's assets in the General State Account (CGE).

However, for 2021 this detail has not been published, which makes it difficult to track the due counterparts, thus increasing the risk of misappropriation of these assets.

The RPCGE 2021 also shows that there is a lack of mapping of assets that are idle, obsolescent or in an advanced state of disrepair.

There is also the allocation of state property to officials for a long period of time without legally established criteria and property outside the e-inventory.

Given the high level of fiscal risk of SEE companies, associated with constant negative net results and high levels of private indebtedness, the risk of misuse of public assets is increasing.

The low level of transparency in the management of public companies, the non-publication of reports and accounts, the absence of the consolidated report of the ESS and information on the changes in the assets of the properties allocated to this sector make it imperative and urgent to analyze and publish the causes of the changes in the assets of the ESS properties.
