Terrorism: "Return of officials to affected districts only after infrastructure is restored"

Terrorismo: “Regresso de funcionários aos distritos afectados só depois da reposição das infra-estruturas”

The Secretary of State in Cabo Delgado province, António Supeia, guaranteed on Monday (24), in the square of the Mozambican Heroes in Pemba, that no official is presenting situations in which they do not want to return to their district of origin, or even put their job at risk.

These pronouncements come at a time when the Muidumbe district administrator recently issued an ultimatum that if the employees are afraid not to return, the government could open a tender and hire other employees to replace the displaced people who refuse to return to their jobs.

Speaking on the sidelines of the International Civil Service Day ceremonies on Sunday (23), he pointed out that if civil servants are on the move, it is because they are seeking safety and their return is conditional on the restoration of infrastructure.

"In principle, the officials are where they are for safety reasons. Their return is conditional on the infrastructure being restored in these places and we don't have situations in which, if this infrastructure is restored, the officials refuse to go there," said the Secretary of State.

"No employee is presenting situations in which they don't want to return and even put their job at risk. We must talk to these officials to find a way of working with them," added António Supeia.

According to António Supeia, there are no employees who have been displaced and are not working, so they have been reinstated in their work sectors in the districts where they moved for reasons of insecurity.

"It's clear that in one way or another this could be seen as resistance to returning, but no official in the province is in a situation where they are not doing anything, at least as far as we know. What we do know is that all those who left the districts due to insecurity have already been integrated and continue to carry out their duties," he concluded.
