Mozambican civil society organizations demand transparency and inclusion of citizens in the public consultation on the review of the National Land Policy, which has been underway since 2020.
Civil society reports that there has been formalization of collaboration between organizations and the commission created to conduct the process. However, there has not been enough space to express their opinions.
"The process has been deficient in terms of genuine inclusion and full space for citizen participation. The commission does not include all actors in the land sector and organizations that advocate for women's rights do not see themselves represented," said Samanta Remane of the Terra Viva Center.
According to Remane, additional time is needed for the production of documents with technical quality. He added that the lack of preparation of citizens has prevented greater participation, and the moment in which the auscultation is taking place is inopportune, due to Covid-19 and terrorism, as there are also steps for the production of a policy that are not being followed by the commission.
"Therefore, civil society is not satisfied with the way the consultation is taking place and believes that the documents that support the draft revision are not of adequate quality," said Tomás Vieira Mário, representative of Sekelekani.
For Tomás Mário, the whole process should be reviewed and, ultimately, it should be interrupted in order to reformulate the methodology for the inclusion and participation of all citizens.
