On the afternoon of April 28, at the Meliá Hanoi Hotel, the Frelimo Party High Level Delegation, led by Chakil Aboobacar, Secretary General of the Frelimo Party, conducted a strategic working session with representatives of the leadership of two major corporations in Vietnam: the Vietnam National Petroleum Group (PVN) and the DLH Corporation.

Oil and agricultural cooperation with Vietnamese corporations
During the meeting, Secretary General Chakil Aboobacar presented an overview of the area with the greatest oil potential in Mozambique today - the South Rovuma Offshore Basin. This is a coastal region in southern Mozambique where significant oil and gas discoveries have been made, with potential reserves estimated at between 0.3 and 2.5 trillion cubic feet (TCF) of natural gas and between 50 and 450 million barrels of oil in blocks R6-C and R6-E. In addition, 2D and 3D seismic data has been fully collected, as well as previous exploratory drilling, creating great facilities for evaluating and implementing exploration activities.
South Rovuma's gas potential and the opportunity for PVN
Chakil Aboobacar expressed his desire for the Vietnam National Petroleum Group (PVN) to become one of the first international partners to access and exploit this resource, while guaranteeing that the Mozambican government will fully support the legal procedures and the investment environment, helping the PVN to successfully implement the projects.
In response, Lê Ngọc Sơn, Director General of PVN, expressed enthusiasm and highly appreciated the potential of natural gas in Mozambique, saying: This is a strategic opportunity, in line with PVN's international expansion orientation.
Lê Ngọc Sơn pledged that, immediately after the meeting, the PVN would quickly collect and study additional geological and seismic data, as well as sending a technical delegation directly to Mozambique to carry out surveys and clarify the conditions for implementing gas exploration projects.
Concluding the session with the PVN, the Secretary General of the Frelimo Party expressed deep gratitude for the strong commitment of the Vietnamese side, emphasizing maximum support in terms of policies and legal procedures so that the PVN can quickly access, investigate and realize cooperation opportunities.
Continuing the program, representatives of the DLH Corporation - a Vietnamese company developing strongly in the international market - presented their three main sectors of activity, namely: Mineral exploration, Renewable energy, and High-tech agriculture.
In particular, Nguyễn Văn Huy - President of DLH - shared with the delegation the company's accumulated experience in implementing solar and wind energy projects with capacities of between 10MW and 150MW, these models being suitable for application in Mozambique, in the context in which the country is determined to promote the energy transition.
Opportunities in the mining, energy and agriculture sectors
Upon hearing the technical presentation, Secretary General Chakil Aboobacar showed special interest in the mining, renewable energy and agriculture projects proposed by the company. He suggested that DLH quickly send more technical experts to Mozambique to assess the potential in detail and draw up a specific action plan.
In the agricultural sector, the Secretary General reported that Mozambique has natural areas for breeding renowned, high-quality shrimp, but does not yet have a modern industrial farming system. He called on DLH in particular and Vietnamese companies in general to support the transfer of shrimp post-larvae cultivation technology, care techniques and the development of industrial farming models, helping Mozambique to increase added value in the aquaculture sector.
In the energy sector, Secretary General Frelimo emphasized: The Government of Mozambique is committed to supporting policies, providing land and planning for suitable solar and wind energy projects, and warmly welcomes Vietnamese investors who are pioneers in this sector.
The meeting between the Frelimo Party's High Level Delegation and major Vietnamese corporations not only demonstrated a strategic vision to promote a comprehensive partnership between Vietnam and Mozambique, but also opened up opportunities for practical cooperation projects in the energy, natural resources and agriculture sectors - sectors that are fundamental to sustainable development.
The strong commitments on both sides show a promising prospect for long-term cooperation, helping to strengthen the traditional solidarity between the two peoples and opening up new horizons for the economic development of both countries.
