Renamo points to the Commander General of the Police of the Republic of Mozambique (PRM), Bernardino Rafael, as the main person responsible for the corporation's failure to combat kidnapping.
From the political party's perspective, the resignations of the ministers in the Interior Ministry are far from the main target of sanctions in the face of the constant and growing wave of kidnappings in the country.
"It is clear that the replacement of ministers, the expulsion of some police officers is a marginal action, which does not solve the problem of kidnappings, since the core of operations on the ground is the Commander General of the PRM, and he has never been replaced," said Renamo spokesman Maciel Macome in Maputo,
Renamo questions Bernardino Rafael's "immunity" to the extent that he still holds the position of Commander General of the PRM, since he is responsible for ordering action against kidnappings.
"It is our understanding that the Commanding General is responsible for the operationalization of actions in the field and the deployment of his troops. It's the General Commander who designs the operational aspect. The Minister only draws up the policy," he said, questioning why ministers are replaced "and never the Commander General of the Republic".
"What is it about this figure that everything passes through him and makes him untouchable?" he asked. "If the police didn't do something or failed to do something, the primary responsibility should and must fall on the Commander General of the Republic."
In Renamo's view, Bernardino Rafael must be held responsible for the poverty that Mozambicans are experiencing and for the mass abandonment of the business class in Mozambique.
"He must also be held responsible for the lack of public security in this country," he said. (Source: STV)
