The European Union Election Observation Mission (EU EOM) will remain on Mozambican soil to monitor "the next phases of the electoral process", according to a statement from the observers.
Nevertheless, it says it will publish a final report, "including its assessment and recommendations for improving the electoral framework".
The EU EOM states that it has found electoral fraud, including the rigging of results, and considers that it is the responsibility of the electoral institutions to clarify the irregularities and of the Constitutional Council to resolve them while the results are being counted.
On the other hand, it reiterated its condemnation of the murders of Elvino Dias and Paulo Guambe, and taking into account the social tensions and electoral violence in recent days, "calls for maximum restraint from everyone and respect for fundamental freedoms and political rights".
