STAE proposes that the census be carried out in the municipal perimeter where security conditions are acceptable, but the costs for air transport services are unsustainable: around 140 million meticais (2.2 million dollars).
The government has a liquidity crisis, so the CNE is not fully functioning due to lack of funds. It only holds meetings. Last week, some members threatened not to go to the session due to lack of fuel.
The report by the Technical Secretariat for Electoral Administration (STAE), sent last Monday (27/03) to the office of the President of the National Electoral Commission (CNE), concludes: "there are no security conditions outside the radius of the municipality". The report notes that the district has seen a gradual return of population, but all of it is concentrated in the municipal territory.
As a solution, STAE proposes that voter registration be carried out only in the municipal area and not in the whole district. This would be the only district in which registration would only take place in the municipal area.
Even so, the STAE suggests other measures: greater protection and security at the perimeter of the census stations, the allocation of two or more members of the defense and security forces in each brigade, the increase of brigades from four (in the case of 2018) to nine (in 2023) and the allocation of air resources.
The report analyzes the security situation not only in Mocímboa da Praia, but also in all the districts of Cabo Delgado with municipalities where voter registration will take place.
These are Mueda, Montepuez, Chiure, Cidade de Pemba, Ibo and Balama (the last two are new municipalities).
In all these districts, with the exception of Pemba, STAE is proposing three fundamental measures: 1. greater protection and security at the perimeter of the polling stations, 2. the deployment of two or more members of the defense and security forces in each voter registration brigade and 3. a doubling of the number of voter registration brigades compared to the 2018 census.
The protection measures include increased security for members of electoral bodies and election agents. (Center for Public Integrity)
